If you're seeing this error message, it means that your internet service provider has a dynamic IP that changes every few minutes.
To resolve this issue, you need to use a Wi-Fi network or mobile data network connection with a static IP that won't change during the process of getting your Civic Pass issued.
You're the only one that can control your IP. You may have to try a number of different wi-fi and mobile data connections before you find one that is consistent so please keep trying until you find one that works for you.
